Political communities can respond to warnings and visions regarding their futures and organise themselves in order to shape and ‘improve’ those futures. The European integration process is a good example of a change of historical direction, marking a watershed between a past marred by devastating wars and a present characterised by common institutions and rules.
This Chaillot Paper suggests that the next frontier in the future’s improvement process is global governance. Global challenges and opportunities call for concerted action. Individual states, including major - both old and emerging - powers cannot tackle challenges and exploit opportunities on their own. Therefore, new global agreements are needed to shape the future with a view to ensuring peaceful coexistence and avoiding widespread conflict and destruction.
This paper foresees that a global ‘constitutional moment’ may appear at the beginning of the 2010s. Numerous issues will have to be addressed at this juncture: UN Security Council reform, peace and institution building in the Middle East region, reinforcement of peacekeeping capabilities, fossil fuel consumption, climate change and the spectre of extreme poverty in Africa.
The European Union and its member states are well placed to contribute to future efforts conducive to global governance. However, a significant European contribution will require a more cohesive EU foreign policy. At a time when the EU’s future role as a global player is being defined, European governments should bear in mind that more and more European citizens are demanding a firmer commitment to international principles and values.En ligne : http://www.iss.europa.eu/uploads/media/cp100.pdf [n° ou bulletin]

Today the emphasis has shifted from focusing on relations between states to acting directly on states themselves, so as to preempt the growth of terrorism, arms proliferation, genocide, civil wars etc. After the concept of the ‘global war on terror’, President George W. Bush put forward his ‘freedom agenda’ aiming to promote democracy as a response to the security challenges facing the world, in particular in the Middle East. But overthrowing tyrants and holding elections is not enough to create a stable and well-governed democracy and can even, in some cases, complicate matters, as events between 2003 and 2005 in Iraq, Afghanistan, the Palestinian Authority and Egypt have shown.
This is where ‘transformational diplomacy’, the concept inaugurated by Condoleezza Rice in early 2006, comes in. Basically this consists in working with the partners of the United States with a view to ‘build and sustain democratic, well-governed states that will respond to the needs of their people and conduct themselves responsibly in the international system.’
To enable this to happen, it is first of all American diplomacy which must transform itself, so as to become less ‘analytical’ and more operational, characterised by direct involvement in foreign societies rather than just being restricted to the realm of foreign policy. This Chaillot Paper explores the scope and limits of this ‘transformative’ action: is the realist paradigm, that of interpower rivalries, really no longer relevant? Can diplomats transform themselves into active promoters of good governance? Are other countries ready to accept them in this role, or will they accuse them of interference? American views of the EU influence transatlantic relations and shape options available to policymakers. Some Americans see the EU as the culmination of historic efforts to ensure peace, stability and democracy on the continent, while others consider the Union an elaborate scheme to create a rival to US hegemony. Still others dismiss the EU as irrelevant. While the US-EU relationship is less acrimonious than in 2003, there are still tensions in the relationship. Most of these are political, but some are structural. The political ones can be solved by changes in policies and policy-making personnel; the structural ones cannot. These have to be addressed and managed. The political issues concern different interpretations of interests among EU members and in the US. These are normal policy differences. On the structural side, there are differences in political institutions, economic strength and energy dependence. In the light of political and structural issues, how do Americans view the European Union and what effect do these perceptions have on transatlantic politics?
This Chaillot Paper explores American perspectives on the EU, particularly as a global strategic actor. Americans’ views of the EU do not simply run along party political lines; instead there is a complex range of opinion. This volume identifies and analyses different schools of thought. Building on this framework, the paper considers American views on themes ranging from the European Security and Defence Policy to European diplomatic engagement with China, Russia, and Iran, cooperation on global issues, and relations between the EU and NATO.
